Prometric centers using scratch paper instead?

I've read that some centers give out scratch paper instead of the laminated sheet.

I've been practicing hole punching, and when I can't see the folds, I use a piece of paper, fold and unfold it to understand it better. Well, if a center gave out scratch paper, what would stop some people from doing that as well? Wouldn't this give them an unfair advantage and maybe be considered cheating, since you're not doing it all in your head? Or do the test people watch you like a hawk so you can't do something like that? lol

Lucky if you get scratch paper....but they watch you like a hawk so don't try to fold anything.
 
Is this really possible that some centers give out scrtach sheet of paper not thin white boards? If so, in what state? I've been practicing with just scratch paper so this could be good.
