Is this correct...? The mRNA has the ribosome bind to it and releases the protein into the lumen of the Rough ER. which then goes to the to the smooth ER and buds off in a vesicle and goes to where it is needed?

-Would that vesicle then go to the Golgi? and if so under what circumstances?

- Do the ribosomes ever just make the protein in the cytoplasm? and if so what determines if they make them there or into the lumen of the rough ER?

Why would it go to the smooth ER?
It would go to the golgi for proper packaging and modification if it will be leaving the cell or going to the cell membrane.
I don't think all proteins have to run through the golgi if they will remain in the cell.
 
golgi receives proteins from the RER, modifies, repackages/sorts and ships them out to their destination! think of it as the post office, its going to redirect your package (the protein) to the correct place.

SER is for steroid hormone synthesis from cholesterol.
 
mRNA that's produced either by the ribosomes in the cytosol or by the rough endoplasmic reticulum have to go through the golgi to undergo the processing (i.e the methylations and whatnot) before being shipped out to their necessary places. 👍
