What does this mean:

"and include a statement attesting that the copy is a true and correct copy of the original." Regarding the certified copy of the diploma. Does that mean notarized? Or is that simply a statement from my school attesting it's a true and correct copy of the diploma?

its both, needs to be written true copy by school, signed and stamped and notarized

Do we need PTAL letter to apply for match and get interview or could we obtain it after the match results?

Technically, you just need it to start and can get it after the match.

Realistically, many programs won't interview you without it because it can be a PITA to get, so they would rather it be all set before interviewing you.
