Is Family Medicine required to practice in California? Please note that I am NOT asking if I need to do FM rotation for a residency position. But the question is whether I need it for a fellowship position in California or for working in California after completing my residency

So, let's say I completed my IM residency in PA and now I want to move to California to practice but I have not done 4 weeks of Family Medicine rotation when I was in Medical School. Any way out of it?
 
I would call the board and discuss it with them.

Question for OP: Are you planning on doing another residency? The PTAL is the "Postgraduate Training Authorization Letter". If you are trained already, then I'm not sure why that the letter would be necessary for practice and for the medical license to be able to do so. You need to look into what the requisites of California licensureare, not requisites for training. Since you are an FMG, finding out that you went to an eligible medical school would seem to be a good first step:
