Which Public schools do not ONLY accept In state residents, or...have a fair amount of both instate and out of staters...

Of all the publics, I think UCONN, UMICH, UMARYLAND, UPITT, and UWASH seem to be the most open to accepting a reasonable number of non residents. Conn and Wash are also very liberal in regards to granting residency for tutition purposes at their public institutions of higher education.
 
Maryland has a pretty high acceptance rate of out of state students. The info they sent me at the beginning of the application process stated that slightly under 50% of the current freshman class was from out of state.
