For question 116--C how do you rank the substituents...as in, for the bottom part of the compound C-3, I would think to number it Br-1 , C2H5-2, R-3, H-4. Why is the R group 2 instead of 3... what are the rules on numbering those?

When there is a tie you look to see what those atoms are bonding with. In this case Ethyl group is bonding with H--C--H and the R group is H--C--Br. The later wins.
 
What about option A? Do you assume that the H is also coming out since the OH is and the H is the only other group not shown? and we can see the other two groups and they're not on dashed or darkend solid lines so they are not coming out, which then leaves H to be coming out at you as well right?
