this is from kap subject test 1.

my questions here is how can we have 'red 23"? because it said 'nice red even-numered slots" so, 'red 23' is not even number right?

Am I wrong?

it says 9 red even-numbered slots, 9 black odd-numbered slots, ETC... so that would mean there are 9 black even-numbered slots, and 9 red-odd numbered slots as well

I did it this way.

Think about how many slots you have, technically, 38, but since 0 and 00 have 3 times the possibility of everything else, you can just assume you have 3 of each but with equal probability as everything else. Then, you'd have 42 possible outcomes.

Possibility of red even number: 9/42
Possibility of red 23: 1/42 (since it's a specific case and is not even, thus different than first one)
Possibility of 00: 3/42

since you have or, add them all up: 13/42
