If I want to write in my personal statement a short phrase that I used in a foreign language (Spanish for example), do I have to write in parentheses what the phrase translates to English?
 
I did. If you don't translate it to English and the reader doesn't understand it, the phrase has no purpose. If anything, you'll lose the reader. I would bet that they won't take the time to Google Translate your phrase when they have thousands of other personal statements to read. I know it sucks because it eats up characters, but I would recommend translating it.
