i don't really understand the scoring of the test. how do they decide what score you get. none of the percentiles and scores match up. Specifically how can you get in the 99.8% yet only have a 25. does a 30 mean you did 110% better than everyone.
 
if you scored a 25 and it says your percentile is 99.8, that means only 0.2% of people scored higher than you. just think of percentiles as an index of how you scored relative to everybody else.

So which group of people does it calculate from? Say someone took the test early in the year, who do they base the percentiles off of? and someone who takes it now...?

Dental Schools dont even see the percentiles. They only see scaled scores to make the admission's process fair. The percentiles is just for you, so you know where you stand compared to the rest of the people who took the DAT.
