Question about dental schools with waitlists

So just to make sure, at DS that have people waitlisted already, does that mean that people that have interviews in the future at those schools can expect to be put on the waitlist if they like you and not an acceptance initially? So for example, people at NYU are on a waitlist already even though they have 232 seats. So does this mean that people that have interviews coming up at NYU can only hope to be put on a waitlist instead of getting an acceptance initially? And this would be the case with Buffalo also?
