Do the new NRMP rules about "all positions must be filled through the match" apply to PGY3 positions in a transfer situation?

My situation: I'm a PGY2 trying to transfer for PGY3 (4 year program). Since PGY3 is not filled through the match, and I have already fulfilled my NRMP agreement, can I directly solicit programs for a position to transfer into, and can they take such requests under consideration?

My answer is yes and yes. But the new rules seem to have everyone walking on eggshells. Can anyone clarify this situation?

You are correct. All-in applies only to programs normally filled in the match (PGY1 and advanced programs). You can try to transfer directly, just as you would have in the past.
 
Thanks for the reply. That is what I thought, but I've been getting the vibe that the topic is off limits. Maybe it's just the timing in the midst of match season, or perhaps that's just the lay of the land at the moment. Nevertheless, appreciate the clarification.
