Question about scolarships

I was wondering, if somebody has a scolarship from a school but decides not to attend, will that scolarship go to new people that recently have been accepted, or would they go to somebody who has previously been accepted without a scolarship?

Probably depends on when they reevalute their admitted, but if someone newly admitted is more "qualified" than someone admitted a month prior, I'm sure they'd give it to the newer admitted.
