question about submitting app / being complete

once u submit your app and your transcripts are in when do you become complete?

i thought i would be complete and waiting to get verified but my program status says "awaiting materials" ... my transcript and committee letter are in but my 2 doctor letters are not... i thought i could be complete and verified before they were in

do those have to be in before i get in line to be verified and the status changed to "materials received" or w/e
