question about the test begining time for WREB.

I saw the manual of WREB, it states as below:

The Candidate Clinic at each exam site will open at the following times:
Day 1: Clinic opens at 7:00 am. Floor Examiners will be available at 7:30 am.
Patients may be submitted at 8:00 am. Candidates in the A Group may not
submit patients until 10:00 am on Clinic Day 1.

Day 2: Clinic opens at 7:00 am. Floor Examiners will be available and patients
may be submitted at 8:00 am.

Day 3: Clinic opens at 7:00 am. Floor Examiners will be available and patients
may be submitted at 8:00 am. The exam ends at 11:00 am.

During the first half hour of each day, you may set up your operatory and prepare your patient for the day’s procedure, including administering local anesthetic.

I am just confused about it. does the statement above mean that we can begin to administer local anesthetic in 7:00 am,or 7:30am, or until 8:00am?

If you have any experience about it, please let me know.
