The standards for principal residency for the purpose of "in-state" tuition is a University-wide standard. I think you have to establish living in the state without going to school for one year, pay state income taxes and have some kind of municipal utilities paid by you within the state.
Here is the website for UCB regarding residency status. I believe you can establish residency even while you are you attending school. I am going to be a first year this coming fall and hope to obtain in-state status by my second year.

thus you'll be able to qualify for cal state res. status.
