I did a search on the forum in addition to visiting WVCOM's website to find out if there is a way for out-of-state students to be considered in-state after matriculation. Anybody know?

Do you mean WVSOM? If you marry someone from West Virginia or take a year off to live in the state while not a student you can get the in-state fees.

No problem.. When I see WVCOM I wonder if it's WVSOM.. or VCOM (with an extra letter)
I'm not usually an acronym police.
