1. As a non-citizen/PR dentist, you may have difficulty getting licensed in some US states as they do not allow foreign citizens/non-PR's to apply for license. But generally you can find vacancies in classifieds of dental journals or through word of mouth.

2. You will need to apply for employment visa with the employer's sponsorship. This needs to cleared with the Dept of Labor.

3. Yes, it will be harder for non-US person to find a job... unless you are already an established researcher, outstanding professor with hundreds of publications/presentations around the world. Basically, if someone wanted to hire a dentist and there was a choice between a US person and a non-US person, it will always be easier to hire the US person because there is none of the immigration stuff to deal with. But if the US person is not available or unwilling to take that job (e.g. faculty positions around the dental schools in the US) then it will be up for grabs.

do you mean permanent resident as a green card holder?

in any case if you have a license to practice dentistry in any given state there are no problems to find job. dental chain companies will be glad to get you.
