So the secondary application to Western asks you to explain anything that might be confusing or might seem incomplete in other parts of the application, such as explaining why your GPA is low, etc...

I have a GPA of 3.28/3.28, which is on the lower end but not horribly low.
I'm wondering if it would be worth it to mention how I could have done better in college, or would you say that it's better to pass and focus on explaining other stuff instead?

Your advices would be very much appreciated!

If u are talking about "please state if anything of particular importance that the admission committe should know about you" then no. It's not asking what you could have done better in college.
