So i get the whole bernoullie equation, high velocity= low pressure.

In the blood thoiugh, constricting vessels= more velocity and pressure?

The arterioles are what constrict and they are located at the end of the arteries. The increased blood pressure due to constriction is upstream (before the arterioles). The velocity at the arterioles is high, and the pressure is low (remember you don't want high pressure in your capillaries)
