When is the LATEST I can submit my application while being considered for the earliest possible round? I need to submit by August for the earliest round right?

Some people have most stuff ready by June 1st but it takes a little to get lor's in or some Dat scores.
Like I have my DAT scores taken, talked to profs about recommendations half a year ago and I have my PS written

Quickly? That's almost an entire month, bro. If you prepped early, there is really no reason why you shouldn't have most of your requisites done or completed by the end of June.

As @Peter27 said, the first batch is usually sent out on the last Friday of June. So if you want to be in the earliest batch, you should aim to submit your application before then. But IMO, anything submitted before the end of July is considered early to me.
