Quick question- LOR

Most schools seem to have a minimum of 3 LOR, but some say a 4th is optional. Would it be detrimental for me not to include a 4th to these specific schools?
I do have someone I can ask for the 4th letter, but I am unsure if he'll write me a strong letter. So is it better to not submit or submit at worst a mediocre letter?

Its optional AKA you don't need it if you don't want it.

Make sure you meet all the letter requirements, some schools have odd or special requirements.
