quitting residency program before it starts

Hi, I am IMG graduate, I got job offer 1year preliminary position from outside match.

However I run into serious visa issue, even if it works well, I can't work till Sep-October this year.
I am not even sure if this visa issue can be solved at all honestly.
So I just want to quit this 1 year residency preliminary training and re-enter the match.
If I resign this position, it will still gonna affect my career?
does it still considered as I am quitting residency even I haven't got any single day post graduate training ?

Do I have to explain to every program I apply this year?
This visa issue is so unexpected and I am so frustrated now.
I want to get general opinions from many people in here.
 
Because your position is outside the match, you can just quit if you want. If you do quit, you don't need to mention this on future applications -- if you never start, you never had the position.

You mention that you had a late CS exam, ended up with a prelim position in a prestigious program.

Withdrawing a visa application can be a very serious problem, depending upon what type of visa and what the problem is. And if you give up this spot, there's no guarantee you'll get another, and you might run into the same visa issue. This program seems willing to wait for you -- that's something.

So, bottom line, you can do it but unclear if you will do better next year (although you might if you have a good application) and you might run into the same visa problem.
