Quota number different from listed spots??.....

So, as I was reviewing my ROL, I searched one of my top programs. According to the residency program's website, they offer 30 categorical positions, and 10 prelim.

However, on the NRMP website, when I searched the program, I found that their "quota number" was in the teens?? What's going on here, am I missing something? Or does quota number mean something completely different?

Are they dual accredited? I.e. some DO and some MD spots?
