Rank letters/emails from programs

I got a letter from the PD at one of my top 3 choices(can't tell if it was generic or not),saying that they would be pleased to see me join them in June and how the program would fit my needs,plus describing some of my characteristics. Later,the PD sent me a personal email which addressed some of my issues and he said I performed very well on the interviews there and I will definitely be on the list(which they haven't finished making yet after the initial review).I thought him to be very ethical when we met and I cannot imagine him giving out more information than this! This is a small-sized psych program,not very competitive but decent and in a nice location(and I'm an IMG, non-U.S citizen),they interview few people-about 6 for each spot.
Now,does the PD send a letter to everyone they rank or just the 'quite highly' ranked candidates? What about some of your programs?

PDs do send out generic emails to applicants, the first email might have been a generic one to perhaps everyone or most of the applicants, and then he/she began following it up with more personal emails. If the program is "not very competitive" then you can be almost 100% sure that the PD is trying to make sure that they fill and don't have to scramble and is emailing more applicants with "love letters" than there are residency spots.
