Yes. Why? Because you want to show schools how you improved from last cycle. Maybe (and it's a big maybe) if you're applying to completely new schools you could keep the same PS but why not include the extra year of experience in your writings?

I am planning to include my new experiences as you mentioned, but will use my old personal statement as the framework.

Yes of course! What you want to show adcoms is how you've made yourself a better applicant the last year on top of the stuff you've done prior.
