Reaching Out To Another School's Dept. When Your School Doesn't Have One

Hello, I have a strong interest as an incoming MS1 in a specialty which the schools I'm able to matriculate into do NOT have a department for (or, I believe, faculty listed).

What networking 'mechanisms' would you say are most likely to yield the relationship you need to proposition the outside department to allow you to take on bread-and-butter research projects? Attend weekly conferences (depending on policy/allowance to do so)? Cold call actual PIs or Attendings? Emails with CV attached to request? Just sit by their cars and harass them when they come to the parking lot to leave lol?

Thanks. The distance from my school to programs can be large (time wise, and mile wise) - so 'ambush' methods are not my favorite option! Hope I can get the 'mentor' with initiative; wish it was as easy as walking across campus/clinic and saying 'Hi! I go here. Mind if I get involved?'
