I submitted my primary application way too late last cycle which didn't help my chances with my low MCAT (498) score at all. I plan on retaking the MCAT in July (I know it's late, but that was the soonest I could take it with how my life is set up currently).

I want to start applying now while I can instead of waiting for the new score. I would apply to schools that I know would send a secondary. Would I have a decent chance of getting in with that plan?

Impossible to answer without an MCAT score, but as a strategy, taking MCATs in July is to too late for the MD cycle. The DO cycle is longer and so a late MCAT doesn't hurt as much.

Getting accepted is 100% on you.

Do NOT take the MCAT until you are 100% ready for it, even if it means skipping a cycle.

Also consider that many schools will average scores.
