I'm pretty sure they will only have access to what you submit this year

Of course. If you apply to same schools, then yes.
If different schools than last time, then no.

---- Control the stress of applying to dental school : GoDental
------From the above listed article -- "Remember, with the numbers of applicants today, there is no stigma in being a repeat applicant. There is only stigma if your new application looks just like your application from the year prior. Carefully evaluate your application from the previous cycle and ask yourself what you can do to improve it for this year. How can you address your weaknesses and build on your strengths? Once you have a plan, you can present that plan to admissions offices for feedback. The plan must address the primary weakness in the application—not simply build on your strengths. It is then up to you to execute the plan."

Some schools scrap all the materials from previous cycles, other schools do not. You can/should call and verify. Honestly, calling is something that people think is bad for your app. I assure you it really isn't. You will be paying good money to apply, you should have no fear in calling schools to see what they are looking for.

Also, some schools DO NOT have updated websites, so that makes calling a more smart thing to do in any case. hope this helps.

Depends on the school. When I asked about this some schools definitely retained my application and some of them told me they delete everything at the conclusion of a cycle. Call each school to know what their specific policy is.
