When reapplying, can you use same recommender as previous cycle?

yes, but he/she needs to submit it again....

Yes you can use the same letters but I have been told adcoms like to see at least one new LOR or revised ones. If you think they were all strong letters then go for it if not I'd get some new ones.

I used one LOR that was completely unchanged, just the date and sent in a fresh copy to AADSAS. I also used one from the same person but modified. I also used two new LORs. I opted out of reusing a couple of old LORs sources at all.

Conventional wisdom is that you'll need something new or different in each part of your re-application.
