Whoever is going to write you the stronger letter. Adcoms are not going to "add weight" to a weaker letter from your principal because they're higher in your school's hierarchy

Teacher who mentored you is fine. Principal would not add more gravitas.

Nobody is going to even think "why didn't this come from the principal." If it's a good letter as is then use it.
