I am wondering if it is ok to redefine essay prompt to alter the origional definition. For example: Government Must Regulate Business. Can I alter it to mean that government should always regulate business to ensure safety? My defination will only be part of the whole prompt definition.

I think you could say "Government must regulate business because safety is imperative" or something like that.

In my opinion, its best to flip it around and undone the extreme tone. In most cases, businesses should be regulated by the government.

For one, the essay prompt is general enough to allow for any interpretation. Also, the first part of the essay to explain what you think the statement means.

But it sounds like you can just use safety as the criteria when government should and should not regulate businesses. This would be the third part that needs to be accomplished for the essay. And, like the above poster said, I would take out the always, because that can open up wide wholes in your argument

Agree with the above. You don't want to 'redefine' (change) the prompt. But your thought about safety is rationale that can be used in your answer. So if the government needs to regulate business for safety, that's the basis of an essay about the fact that government must regulate business. So, you get to talk about what you want to, and you answer the question as asked. Win-win-win!
