Referral question

Does anyone know if an occupational therapist can make a referral for a client to see an optometrist/opthamologist, for example, for prisms/eye patch? Thank you.🙂
 
Presumably one only needs an official referral for insurance reasons (but not all insurance plans operate that way) and in such a case, the referral should be by the designated primary care physician, if I am not mistaken. I would assume that any health care provider can "refer" someone to another healthcare provider, but it would only meet insurance requirements for a referral if the PCP on file has officially made the referral.
