I applied to 15 schools and received 3 rejection letters to date. (no interviews). Does this mean I still have a chance for an interview? Also, do all schools send out rejection letters if one is not accepted?

2. Yes. Some schools wait until the end to send out rejections, probably after 2nd/3rd round.
