Rejection or waitlisted?

Hi everyone. In an email I received from a school recently basically said "we cannot accept you at this time...", does this mean just straight up rejected or maybe waitlisted? I'm not sure if they need to explicitly state that you are on their waitlist. Thanks for any feedback.

Unfortunately that’s us a straight up rejection
 
Personally, I received a very similar email to that last cycle from a program and then was called in September and offered a seat. It turns out that the entire time I was on the waitlist. I would contact the school and ask for clarification if you are unsure. Since I did not know I was on the waitlist, I spent way more money applying to programs this year and on application improvements than I would have if I had known. Now many of those applications are just wasted money because the program I was accepted to begins this January and many schools won't let me know until after the start date. Long story short, since the wording is vague follow up to be sure you aren't on the waitlist.

Sounds like a rejection, most school will auto place you on a waitlist tho when rejected.
