i just realized that maryland didn't even get all my reference letters and they rejected me...

aren't schools meant to receive everything before they give out their big R's?

Yes, but it's your responsibility to make sure they receive everything. Most schools have between one and two hundred people applying, and don't have the resources to call everyone who hasn't turned in a complete file. The real question is this--was your application complete before their deadline? If it wasn't, that was your responsibility, not theirs.

If you had a pool of 100 complete applications and 10 incomplete applications, who do you think will get the interviews? 😳

Sometimes, but certainly not always. Perhaps your stats were low enough that they, in their opinion, didn't think that ANY LORs, no matter how excellent, could compensate for what you were lacking in other areas.

Don't be too hard on yourself, admissions is a dirty, dirty game.
