Required Clinical Rotations?

I'm an MS-II and and I have been talking with some of third years about what rotation they are starting with first. I found that some of them are not starting their rotations till sept.(one in october) due to taking step I later. My question is 1) Do residency programs look down on applicants who started their rotations later? 2) How would the timetable look when applying to residency for someone who started their rotations in sept./oct. vs. someone who started in july?

By the way I'm new to the board so if this sounds like a dumb question or has already been asked before I apologize. 🙂
