Hi I've checked the OAT guide as well as the prometric website and am confused about how payment works if I cancel or reschedule.
I understand I have to pay a fee but will I be refunded the initial $400 I paid if I cancel?
Is it possible for me to reschedule to a 2017 test date? The options to reschedule only went till the end of December for me.

You lose the money if you cancel. You can reschedule to any date within six months from the day you paid for the test. Since you paid June, you can only reschedule to December at the latest
