My school has an honors program for any major, which involves a years worth of research, writing a thesis, and presenting your research project at an undergraduate research symposium. This, however, takes place during senior year.

Can I include this in my application as research experience? You apply to the program early spring and find out before submitting AMCAS applications, thus when interviews roll around you have already started a fair deal of research. Is this allowed?

I wouldn't initially list it as research experience because basically you don't have any at that time. What I would do, though, is mention how you got accepted into the program and will conduct research, thesis, etc... within your senior year. Then, you can send update letters if you want. Also, if you are going to mention it, and got accepted in, make sure you actually complete it. I know some people state they'll do a thesis or something like it, and then never actually do it.
 
IMO, you should not list the research unless you have begun the research. Being accepted to the program doesn't mean much. The only place on an AMCAS application for future intentions is in the transcript area.

It would, however, be an excellent activity to mention in the fall update letter several months after you begin and during interviews. Presenting at the symposium will probably take place long after you have gotten an acceptance.
