Residency Programs and State Residency Preference?

Sorry if this has been posted already. My friend and I (we're both MSII's) were talking about this earlier today. I know it's a little early in the game, but we've heard conflicting reports and would like to hear from actual residents what their experience has been.

I, for instance, am potentially interested in a peds residency in Seattle (I love the area, and my S.O. has a somewhat standing offer at Microsoft, so it would be a good match -- no pun intended -- for us). My question is, doesn't UW have some sort of deal with residents of the Pacific Northwest... specifically, states like Idaho and Wyoming that maybe don't have their own medical schools/programs? Would medical students applying to UW who actually have state residency in Washington, Idaho, Wyoming, etc have preference over a non in-state applicant (such as myself)? Do residency programs try to fill positions with students from these areas because they are somewhat confident the residents will return to their respective areas in the Pac. NW and practice there?

For medical school this does exist. It's called WWAMI. There is nothing analogous for residency. Some programs might get a kick out of attracting people from all over the country, others might be more attracted to local/regional applicants for various reasons. It's chaos.

The list of current peds residents can be found here. Draw your own conclusions, but it's interesting that (by my count) 30 come from west of the Mississippi, 43 come from east of the Mississippi, 1 is international and 3 are too close to call (Minnesota).
 
I go to UW and it is true that the preference is only for medical school. Anything goes for residency.
