Residency programs without a NRMP code?

I am seeing on ERAS that some of the programs I am interested in applying to DO NOT have a NRMP code. Does this mean that they do not participate in the match (I would assume)? And does this also mean that I cannot apply to these programs IF I participate in the NRMP/matching process? I am a United States medical student.

Looking through the NRMP handbook, I couldn't find an example of this. The only example of a match code violation I saw that was related to this was someone agreeing to an early decision urology program and then applying to the match process anyway. Thank you all. Sorry if this is a dumb question.
 
A lot of these programs seem to be very IMG heavy. Does anyone know about these?
 
You're probably not looking hard enough in additional to what rokshana said. Some places aren't great about posting what their number is. If the program is attractive to you, apply, and then make sure to ask when you're interviewing there. The program coordinator will know.
 
One example I can think of is St. John's Episocopal's Internal Medicine program. It has a ERAS code but no NRMP code.
 
It's a prior osteopathic program. This will be their first year in the NRMP (vs the AOA) match. They may not have a match number yet. They may (or may not) participate in the match -- although now that prior-AOA programs are all ACGME and in the NRMP, they will need to be all-in or all-out (? I think).

Interestingly, they have a paper/PDF application form on their website.
