Residency Question - Please help if you can

I'm currently a PGY-2. I started residency in July 2008. At the end of my first year I transferred to another psych residency. I transferred into a PGY-1 position which I was fine with, given the serious lack of training I had received during the 6 months of psychiatry rotations at the first program. For various reasons (none of which had anything to do with my performance) I was unable to start at the second program until August of 2009. I finished an entire 12 month block of training at the first site. I did not have to repeat neurology nor internal medicine at the second site. Thus my total number of months of experience in inpatient psych currently equals 23 and counting. I am scheduled to begin outpatient in July. I have completed all of my subspecialty requirements.

I've recently decided that I want to apply for a C&A fellowship that I'd begin in 2012. Is there a way for me to fix this whole off-cycle thing so that I don't have to tell potential fellowship programs that I can't start until August?

What is the remaining month that you have to make up (i.e., the month that would cause you to be off cycle)? Just an additional outpatient month? Does your current program have any 'elective' months that you could use to complete your required month? Is there a vacation block that you could (ugh) forgo?

There is no requirement for that month. I'm assuming that it all has to do with this rule of completing "full years" to get credit for any part of that year. I've already completed all my non-outpatient requirements and then some. By the end of June 2012 I'll have completed all of my requirements but if I don't stay until the end of July, it won't fulfill this rule. That's how my PD has explained it.
