Institutional actions are not usually reported on transcripts. However, if it is on a conduct report, the friend must report it when applying. Saying one cheated because of mental health issues will block the friend from being seriously considered. Friend has to totally own it.
 
Thank you. My friend recently graduated & this incident happened during his senior year of college — would you say this is a definite “do not admit” situation for the next 7 years at least? How can my friend be able to show that they won’t do this in the future?
It will depend upon what the transgression was. A crime against a person, as opposed to a crime against property will have very negative consequences.

A prolonged period of good behavior demonstrating that mental health issues are under control would be needed. Medical school is a furnace and can break even healthy students.

Why did this friend do this in senior year? He should be smart enough to know not to do it.
