Not necessarily. An applicant can withdraw because they got an acceptance to a post-graduate program outside of the match. Or an applicant could have decided to not pursue post-grad training - so they registered for the match over the summer, but then decided to take a job in private practice in which case you don't need to participate in match anymore.
