I'm already a graduated dentist ( US trained; not international ) who wants to specialize but doesn't have the grades for them.

The areas I'm looking at are my board scores. I did crappy on both Part I and II.

Would it suffice if I only retake Part I?

I heard that Part II doesn't count for much in admissions ( hearsay only; not sure if they're true ) but my score is still crummy regardless.

Am I also supposed to retake Part II?

Grades can be inflated from one school to another, so I would say class rank counts more than grades.

What specialty are you considering?

My rank was somewhere in the top half. Maybe wthin the top 40% if I recall correctly.

Any advice on regards to NBDE retakes?

They will see all of your scores, but you are correct in thinking that Part I is weighed more heavily. That being said, a very low Part II score could hinder you as well. Without knowing specialty and what your scores are, it is difficult to give great advice. If your activities, letter, service activities, etc are strong, these can somewhat help offset a mediocre score as well. Good luck!
