Around what time is it considered too late to submit a secondary? Obviously the rule of thumb is to return secondaries within 14 days but other than that? I don't have one of my LORs in yet so is it still worth it to submit within the 14 day period? Thanks for the advice.

Isn't the whole point of the 14 day rule to show interest in the school? Just turn in everything on your part as soon as you can. It's ok if the letters come in after that since schools know its beyond your control and not necessarily reflective of your interest in their school.
