Rochester Secondary

Does Rochester give secondaries to all AMCAS applicants, or just ones they deem more competitive? I looked in a four year old Princeton Review book, but there was no information, just that UofR is an AMCAS school (just after they entered AMCAS I guess). I just got their secondary by snail mail today and since they're my 1st choice it'd be nice to know...

I think everyone receives a secondary from Rochester, among other pieces of my evidence is that no one has been rejected by Rochester yet who has reported on SDN (even more so presecondary):
