"rule" about being in the same program last two years?

One of my friends (pgy3 in psychiatry) is married to an IM resident who applied to fellowship. She wants to do child psych. For whatever reason, they decided not to couples match but to let him match first as his match came first and then she would rank based on where he matched. Well, she didn't match in child. She wants to transfer as a PGY4 as a general psych resident near him as they have two small kids. I thought there was some rule that you had to complete your last two years of residency at the same program, no?

no there isn;t. BUT you have to complete TWO years (any two years) at the same program.
