If I applied to a school last year and they are using the same secondary this year... do I need to change all my answers, even if the answers are exactly what I wanted to say? Do schools keep previous secondary responses?

What are the questions?

If it is about your "life changing experience", and that happened when you were 5 years old, then no. But then it would be kind of sad if somebody noticed that you resubmitted (unsuccesful) material unchanged. Please do take the time to make it even better.

I agree with this. If you are a reapplicant, schools will want to know that you have grown and improved during your gap time. If they do happen to remember your secondary from a previous cycle, do you really want to give them the impression that you haven't changed at all?

My suggestion would be to choose different examples to answer your secondary questions if possible. For more broad questions, like "why medicine?", re-write what you said the previous year (and I mean a total re-write, not copy paste and some revisions) and then ADD more. You had a year to gain more perspective, why not talk about it?
 
did the secondary give you an interview last year?

if not then something must have been wrong with it.
