So I couldn't really find the answer anywhere, but if you're not on loans, can you apply for scholarships and have a good chance of being awarded one?
 
Whether you have a "good chance" depends on what kind of scholarship you are going for. Some scholarships are needs based (if you don't qualify for loans, you probably won't qualify for those scholarships), some are based on how smart you are, some are based on filling bizarre requirements (like was your grandmother the treasurer of her sorority when she went to college), some give out low amounts to almost everyone who applies.
 
there are both, scholarships that are institution specific and scholarships for any school. How to find them, you can look for them through your school and through the internet (but beware of internet scam scholarships)

I should mention that sometimes scholarships, like job postings, are already decided before you apply for them. You could be the most well qualified candidate for a scholarship but have it stolen away from you by others that the school wants to help.
