For the MSAR, what percentage counts as in-state preference?

Under acceptance information for U of Maryland:

OOS Interview: 7.4% (284/3847)
OOS Matriculate: 13.4% (38/284)

Would you say 5% +/- 2% OOS interview and <20% OOS Matriculate is a no go?

Or is there thread that I just couldn't find? Help! 🙂

Well, stated in-state preference generally implies in state preference:

Unless you are a very good applicant or have a connection to the state, I would be cautious about applying

Yes, but I meant in general just looking at the stats, can we just auto see if they have in-state preference.
